Thomas Maibaum has been advising and representing companies and contracting authorities for many years for large-scale infrastructure projects in procurement law, construction and planning law, as well as real estate law.
He has helped to shape the legal foundations of his area of expertise over many years in numerous functions, including as a long-standing delegate in the German Procurement and Contract Committee (DVA) and in the Reform Commission for the Fee Structure for Architects and Engineers HOAI 2013 at the Federal Ministry of Construction, as an expert on advisory boards for the reform of procurement law in the Federal Ministry for Economic Affairs, and as a member of the committee for the opening of public procurement in the European Commission.
Thomas Maibaum has been a member of several standardisation committees within the German Institute for Standardisation (DIN) and the European Committee for Standardisation (CEN) in the area of construction and planning law. In addition, he was the topic leader for the area of procurement and corruption registers at Transparency International. As an honorary assessor at the Federal Awards Councils, he was involved in decisions on planning awards.
Thomas Maibaum is the author of numerous publications on construction, planning and procurement law and has worked as a lecturer at several universities; he has been active as a lecturer in the specialist lawyer training for many years.
